Anchor price and XML price list: mandatory on every Croatian site with prices from 1 October
On 10 September 2026 the Croatian Government extended the sidrena cijena (anchor price) obligation to all products and all services. Anyone with a website must also publish a price list in XML or CSV. The deadline is 1 October 2026. Fines go up to 30,000 EUR for a company and 20,000 EUR for a sole trader. Check where you stand in 15 seconds, then fix it with the plugin or leave it to me.

This obligation applies to sales in Croatia. The rules come from Croatian Government decisions and apply to traders and service providers selling to consumers in Croatia. The plugin, the instructions and all correspondence are in English; the labels shown to customers are in Croatian. If your case is different, talk to me directly.
The decisions were adopted at the Government session on 10 September 2026 but had not yet been published in Narodne novine (the Official Gazette) at the time of writing. HOK (the Croatian Chamber of Trades and Crafts) has asked for clarification on exemptions. I follow the publication and update the check and the plugin as soon as the final text is out.
Does your site show the anchor price and publish an XML/CSV price list?
Enter the address of your webshop or price-list page. The check looks for an anchor price next to prices, a public price-list file, its structure and whether bots can reach it. It also runs the other legal checks for webshops.
Two decisions, two obligations
Both decisions are based on Zakon o iznimnim mjerama kontrole cijena, NN 40/2025 (the Croatian Act on Exceptional Price Control Measures). Both enter into force on 1 October 2026.
1. Anchor (additional) price
All retailers and all service providers
Next to the retail price you display, clearly and legibly, the price that applied to that product or service on 10 September 2026. It is the regular price of that day, without promotions. It applies at the point of sale and in advertising, explicitly including websites. Food, drinks, cosmetics, cleaning products, toiletries and household goods keep the earlier reference date of 2 May 2025.
2. Price list in XML or CSV
All traders and service businesses that have a website
You publish a price list on your own site as a file suitable for automatic processing. Products are updated daily by 8:00, services on every change. Files stay available for 30 days. The fields and the file name are prescribed. Bots and software tools must be able to fetch the prices in real time.
Not just webshops
The price-list obligation reads 'whoever has an established website', not 'whoever publishes prices on it'. Under the text of the decision, a hairdresser with a brochure site and no prices at all still has to publish a price list of services.
Webshop
An anchor price next to every price on product cards and product pages. A daily price list of all products with barcode, SKU and availability.
Service business
Hairdressers, repair shops, clinics, holiday rentals, gyms. An anchor price next to every service and a price list of services refreshed on every change.
Site without prices
Under the text of the decision you still need to publish a price list of services in XML/CSV. HOK has asked for clarification. Until it arrives, I recommend preparing rather than waiting.
Penalties under Article 20 of the Act
Enforcement is by the market inspectors of Državni inspektorat (the Croatian State Inspectorate). The fines are set by the Act, not by the decisions, so they apply from day one.

From installation to a published price list

What people have asked me since 10 September
I opened my shop after 10 September 2026. What is my anchor price?
There is none. The decision asks for the price that applied on 10 September 2026. A product that did not exist then has no such price and nothing is shown next to it. The plugin recognises this from the product date.
The product was on sale on 10 September. Which price is the anchor price?
The regular price of that day. The decision explicitly excludes special forms of sale. The plugin takes the regular price, not the promotional one.
Does the obligation apply to services without a fixed price, 'by agreement'?
Unclear. HOK has asked the Ministry for clarification. Until an answer arrives, the plugin leaves services without a price out of the file and publishes those with a price. I update it as soon as the answer comes.
Do I have to show the anchor price in the basket as well?
The decision talks about the point of sale and advertising; it does not mention the basket. The plugin therefore shows it in the basket too, with an option to switch it off. Conservative until an official interpretation arrives.
Where does the price-list file have to be?
On your own website. The plugin publishes it on your domain under /cjenik/. The footer link leads to an index of the files from the last 30 days.
What does the file name look like?
The decision asks for the type of outlet, the address, the outlet code, a sequence number and the date and time. For a webshop the type is 'internetska trgovina'. All of it lives in the plugin settings, because the text was written for physical shops and may still change.
Is this legal advice?

What if the text of the decisions changes before publication in the Official Gazette?
The reference date, the file fields and the file name are settings, not code. Plugin updates are free for everyone who bought it.
