Anchor price and XML price list mandatory in Croatia from 1 October 2026: the Government extends the duty to all webshops and service businesses
On 10 September 2026 the Croatian Government adopted two decisions: an anchor price as of 10 September 2026 next to every price, and an XML/CSV price list for everyone with a website. In force from 1 October 2026. Fines 3,000 to 30,000 EUR (NN 40/2025).

The first decision extends the sidrena cijena (anchor price) obligation to all products and all services. Next to the retail price you must display the price that applied to that product or service on 10 September 2026. It is the regular price of that day, without promotions. The obligation applies at the point of sale and in advertising, explicitly including websites. Food, drinks, cosmetics, cleaning products, toiletries and household goods keep the earlier reference date of 2 May 2025.
The second decision introduces a duty to publish a price list in XML or CSV format. It applies to traders and service providers that have an established website. The product price list is updated once a day by 8:00, the service price list on every change. The files must stay available for 30 days, and software tools must be able to fetch the prices in real time.
What the file must contain for products: name, SKU, brand, unit of measure and price per unit where applicable, retail price with a flag for special forms of sale, anchor price, barcode and availability. For services: name, retail price with the special-sale flag and anchor price.
The legal basis of both decisions is Zakon o iznimnim mjerama kontrole cijena, NN 40/2025 (the Croatian Act on Exceptional Price Control Measures). Fines under Article 20 of that act range from 3,000 to 30,000 EUR for a company, 1,000 to 20,000 EUR for a sole trader and 1,000 to 4,000 EUR for the responsible person. Enforcement sits with the market inspectors of Državni inspektorat (the Croatian State Inspectorate).
One important caveat: at the time of writing the decisions have not yet been published in Narodne novine (the Official Gazette). HOK (the Croatian Chamber of Trades and Crafts) has asked the Ministry of Economy to clarify the scope and possible exemptions. The text may still change before publication.
